Theres a few, can't remember all off hand. Freeing memory from sbsettings does a good job thou. If you're still on iOS 4x look at RemoveBG, it will kill all backgrounded apps then run free memory from sbsettings, works like a charm!
If you're on iOS 5, omnistat has both built-in, you can kill backgrounded apps and free memory.
And yea, a respring will do basically the same thing, in that it will kill all backgrounded tasks and restart the gui.
