i believe you would need to use either redsn0w or sn0wbreeze. and select the hacktivate option this would mean tethered jailbreak
(for redsn0w jailbreak) then you just install the rockyracoon package to get the untether.
otherwise if you get a old dud simcard from the carrier it is locked to you can activate it that way. the sim card doesnt even need to be connected to work for activation.
