I had the same problem... but ONLY when I would swap my Straight Talk sim card from my 4S into the iPad 3 and then switch it back into the 4S...

Tethering from the 4S to the ipad doesn't seem to work well for me from a streaming standpoint
24 Months with AT&T service = $2500

24 Months with T-Mobile plan = $1450

i have tried every thing but no luck as well i have restored my iphone 3 times, but this problem happen only if the service is not available in any area then when the service comes back the iphone ask for reactivation, or if i remove the SIM card and place it back it will ask for reactivation " i even change the SIM card with new one thought that the problem is from the SIM it self", but this issue happen only when i update my iphone to 5.1.1 and JB with Absinte.

any one have cross this problem and if yes !! is there any fix for that ?

That doesn't make sense, are you restoring from backup afterwords? If you are that's likely the problem.

From start to finish with a restore, upload the ipsw, restore your settings, get all your MMS and data set up properly, then absinthe the device, if you are still having issues, start from scratch and do not restore your old data, just run the ipsw, absinthe it, and leave it as is. See if the issues arise again. My 4s has never had any activation issues. The only issues I have ever had was my first one had battery issues as well as issues due to water damage, and the second one had issues due to water damage. Other than that, I have never had an issue with them. There may be something in your backup thats throwing your device for a loop.

i think the problem was from the sbsetting, i have changed the carrier name and then with 5.1.1 i didnt install sbsetting, so now i have did installed it and made the carrier to default and no activation needed when the service is out. but the facetime activation each and every time i respiring is still present
