Haha finally got it 
Bomda.dylib is from
Angry birds mod.deb from ihack srepo
Also i confirm deleting that dylib won't cause any lag if you aren't using angry birds mod 
BTW uninstalling Angry birds mod from Cydia won't remove Bomda.dylib so you will need to delete it manually !

I just wanted to unlock all level in angry birds
So i thought i'll install angry birds hack/mods from ihacks repo and voila after installing i saw bomda.dlib in Mobilesubstrate folder
First i thought it is because of kuaidial but them tried uninstalling kuaidial
Bomda.dylib was still there so like uninstalling/installing one by one all the tweaks i had i got it in the end

Guys this is an old thread but, i found out what this comes from!! the bomda dylib comes from the cydia package google data apis which is usually is installed within display recorder which needs it!!
