Do you have wifi sync turned on? I had this issue when I setup wifi sync on my devices then I reformatted my pc. It was a pain to get iTunes to recognize the device.

Does ifunbox or itools see your device?

Does Windows show any sign of the iDevice being connected? Check to see if it's in 'My Computer'.
My Windows PC does this too often for my liking, only solution I've found that works is to disconnect all USB devices, restart and upon restarting allow your PC to fully load before opening iTunes, once that's done then and only then connect the iDevice, leave a few moments to allow Windows to load the iDevice.

What I have noted is that with the last few iterations of iTunes it's taking longer for it to load iDevice drivers especially more so under Windows as this happens less under my girlfriend's Mac Book. Under Windows some security software slows loading times too.

first you want to check if USB is working (should charge your idevices)
if thats working you want to make sure the USB idevices drivers are installed - best way is going to DFU mode and this will install the drivers by itself.

and of course follow everyones responses too

It's still not working

I restated my PC with the ipad connected to a USB. Before I did that I checked to ss if my computer was seeing it connected and it was connected as apple. I also checked for my wifi and that is on.
When I switched from my pc to my imac, it did read my ipad, but when I clicked on an icon on the imac, it went to the bottom of itunes. I then clicked on it again and it went to the top left side of my imac. When I clicked the top of the icon, the line that has the name of the icon, it's gray in color, it then went to my dock. Then I tried to open it and all I got out of it was that it went to the same spot where it came from, the top left of my screen. I tried all different icons. Like a tv station, a magazine, music etc and still nothing from the icons on itunes from my mac.
Thanks all for all your sugg. I either did it or I already had it.
Next?

---------- EDIT ----------

I want to thank you all but have no idea where to go. I did say thanks in my first reply. Where do I go so each person knows that I said thank you.
Thanks again for all your help.

After this last post, I'm somewhat confused; you started by saying it was a Windows PC now you state you switched from PC to iMac. Before we offer more advice can you please confirm whether you are connecting to PC of Mac.

One thing I use to note with my issues and iTunes not seeing my iDevices was that if it didn't show under 'My Compute' it was never going to be registered. However, on occasion it would be registered but iTunes wouldn't read them but iTools would.

Did you try the DFU mode as someone has mentioned?
