If you haven't already restored, try re installing mobile substrate from Cydia; you will have to change the user type to Hacker/Developer by going to Manage > Settings > Hacker/Developer > Done
If that still didn't work, install iCleaner, use it to clear you cache files then respring and see if that does it.
If that still didn't work, connect your iPhone to your PC, open iFunBox, click on "System Applications" (you should see the "Settings" app in thumbnail view), right click on the "Settings" app, select "Permissions" and ensure that the octal permissions code is 0775. i have tried all steps provided with no results now with funbox settings app is not even showing up in the system applications either.
Alright, first confirm you also don't see a "Preferences.app" folder under System Applications; if you don't see it there either, then it has been permanently deleted and will need to be reinstalled using the following .deb file:
This can be done using iFile. Simply download the .deb to your computer, place it in the "raw file system" using iFunBox, open iFile (on your iPhone), navigate to and tap it, install it then reboot AND respring your iPhone. Let me know if that works.
Regardless of how careful I've tried being when dealing with all those awesome Siri Ports for non iPhone 4S iDevices, I've always managed to bump into a situation where the above screen (shiny Crapple Logo) is stuck, and my only option is to restore with uTunes and start from scratch again; at least that's what I've been reading in answers to similar situations
After doing some reasearch and experimenting with a friend's iPod Touch 4G, I managed to find a solution to unbrick my iDevice besides restoring, so here goes:
1.) First off, to ensure you are in a similar situation to what I was in (as that's what this guide is for), carry out the following sub-steps:
i) Download and install i-FunBox on your PC (Personal Computer)
ii) Open i-FunBox then connect your bricked iDevice to your computer via a USB cable
iii) Wait until iDevice is powered up to the Apple Logo as shown above, then wait an additional 5-10 minutes
iv) Did i-FunBox detect AND display a branch menu of your iDevice (stating it's running iOS 5.1.1) below it's "Connected Devices" branch? If it did, then you're in the same situation as I was and can safely proceed to step 2.). Otherwise, STOP here and find an alternative solution, as I'm not aware of any issues that may follow in the future if you so choose to proceed
2.) Keeping i-FunBox open and your bricked iDevice connected, download the following package and extract it to a familiar directory on your computer (like your Desktop):

3.) Copy the "com.apple.SpringBoard.plist" file in the "SpringBoard Launch Daemon (iOS 5.1.1)" folder over to the following directory, using i-FunBox:
NOTE: These XXAP.plist files were obtained from a 3GS (myne) running iOS 5.1.1 and used to unbrick an iPod Touch 4G (friend's) running iOS 5.1.1, regardless of which Siri port we had installed; no issues experienced so far.
5.) Reboot your iDevice by simultaneously holding down the "Power/Sleep" button and the "Home" button until the iDevice's screen shuts off, turns back on, and the Apple Logo reappears.
6.) Wait for 5-10 minutes and your iDevice should be fully functional again, or in other words, Unbricked
NOTE:
* If you were previously updating a Siri port before your bumped into this issue, you might have to go into Cydia and Reinstall it in order for it to be fully functional again.
* On the contrary, if you were previously uninstalling a Siri port, you might have to go into Cydia and confirm it was fully uninstalled.

i mean its a change from looking at the stuck apple logo atleast.. but im hittin restore with sn0wbreeze, should have done that in the first place saved myself the effort of ifunboxing with no avail thanks anyway tho

So this method only works for Windows PC? Not Macs? Because iFunbox, my ssh program are not even recognizing my idevice. and what is scaring me is that I CANT put it into DFU mode.

Though you should add the step to remove the siri port once you get back into the os. it ran really slowly till I finally removed it

All - having a problem w/serious risk to the current setup. Hoping there are some experts here that can offer some recommendations outside of the usual suspects found around the web.
Situation: Installed a 2-3 'innocent' tweaks from Cydia and can no longer access the device.
Risk: Full restore through iTunes (which is possible) will turn the 4S into iPod Touch - bumps up the iOS and BB locking the 4S from any known jailbreaks and Gevey will no longer work.
General Info:
• Can successfully put phone into DFU.
• iTunes, Redsn0w etc. will recognize the 4S when in DFU mode, but only in DFU.
• Can NOT bypass substrate booting with volume button pressed.
• Can NOT access device via iExplorer, iFunbox etc. to manually remove tweaks.
• Can NOT boot into iPhone. Only get white apple logo and/or spinning wheel.
• Can NOT modify much through latest Redsn0w (most items pop message 4S not yet supported.")
• Can NOT reflash, reinstall, re IPSW files even though original .ipsw and blobs are available.
Trying to find a way to manually remove what ever recent items were installed to get the device back - and am avoiding any full restore through iTunes. Maybe there is another way (ssh?) that will let me in to remove those files, though doubt if iExplorer etc. will not recognize the device.

In your case start a new thread; this can't work if iFunBox isn't recognizing your device withouth going into DFU mode.
people im a little confused as my phone is stuck in this mode but after the apple log another circle appears like something is installing or loading??

NO, you can't carry out this procedure in your case.
Your only hope is to try rebooting the device while holding down the volume up button; if it successfully boots up, open cydia and uninstall the last tweak you installed.

Yeah, latest version of iFunBox doesn't show the version number up front; you'll have to right-click your iPhone in iFunBox, click the Properties link and see what the iOS Version entry says.
