I used these guys to unlock my iPhone 4 - $99 is a bit steep, but it was quick (2 days) and now my phone is factory unlocked.

Yup i did mine under $20 and it took just 2 hours to get unlocked code: UNLOCKED and you can check your IMEI unlocked or not with this link w w w.dev.mk

If you have an account with Rogers that is in good standing, call customer support
They have to unlock your phone if you request it. there are prerequisites though, like you must have an account for at least 90 days, up to date on payments , I think that is it.
It's the law in Canada, if the customer requests and unlock they have to do it, it goes for ALL carriers in Canada, and All phones.
