I have a very Basic plan for my phone and within a day i get a "you have used 50% of your data allowance" from my carrier, thats with as above all apps turned off.
And how many MB or data do you have on this basic plan? You could just turn off Cellular Data from Settings > General > Network (or simply use the SBSettings Data toggle) to block usage of cellular data by any part of the system.

If your plan is over 100 MB, only logical cause of you going beyond 50% in one day (that I know of) is either you're watching YouTube videos via your cellular network or you have tonnes of emails being fetched periodically by the mail app.

Wow, I'm surprised yet not surprised.

This makes me stop and think twice, I just bought a 4S that was updated to iOS 6 and even though I've got the blobs, I can't back up to 5.1.1 like I want to. So now I read this... it's got my wheels turning... wow.

But staying at 5.1.1 won't be the answer in my opinion. Just like my Mac Pro is a 2006 model and it's unsupported for Mountain Lion... I think Apple will begin to phase out 5.1.1 and everything that is earlier in an attempt to force everyone to update to iOS6. They'll probably come out with something to cripple the phones running the outdated firmware, you'll have to update or you'll have a brick in your pocket. Good as I like Apple and their products this really makes me just say "GD you Apple".

If that is the case I'm definitely staying on 5.1.1.

This feels like big brother, total control of our privacy and that sucks.

A friend if mine rang me on Friday because he couldn't get his Ipad to mirror through atv. Long story short he was on 4.3.3 I told him to update
He then rang me not long after saying the wifi would connect. I had a quick google and saw other people were haveing the same problem. He was just in time so I linked him to 5.1.1 download and he shift restored to that and was immediately able to connect to the home network without an Internet connection

How are we supposed to connect to a network with no Internet connection (there are plenty of reasons you may need to)
So, are you saying that both 4.3.3 and 6.0 require internet to connect to a wifi LAN, but that 5.1.1 does not?

We need to start a list of the know contacts our devices make to Apple and which contacts apply for 5.1.1 vs. 6.

For 5.1.1 here are a few obvious ones to start a list

Any app's active use of icloud if enabled for such app
Find my phone, if enabled
app store app
itunes app
checks for iOS update, unless that feature's daemons are ripped out with the AppleHacker method.

Any others for 5.1.1? Any hidden or non-obvious contacts to apple on 5.1.1?

That wifi thing on 6 was pretty hidden until Apple had a problem with their server.

Would only recommend Windows Phone if you don't mind the paperish UI. On the other hand, would only recommend Android if you're ready to take all your self awareness of your online security on the go.

Stop panicking, just wait for untethered jb to release for your devices.. If there are remote app check or server authentication on new iOS than it will be some new patches to avoid it. Just give it some time and you'll see we all be enjoying ios6 on our jailbroken devices.

I'm waiting the new RedSn0w myself just so I can hopefully roll back to 5.1.1 on my 4S. Personally, iOS6 is nice and all but it just doesn't do it for me but I'd stay on it IF there isn't any of that server stuff that's been mentioned.

My greatest concern is the stuff that is out in Cydia for iOS5... how long is it gonna be before that stuff is ported over for iOS6, the stuff I use? So hopefully someone will get that RedSn0w churned out soon and hopefully it'll allow me to rollback like Wal-Mart.

According to danish law, this sort of spying or controlling is illegal, so if this story is true they could expect a lawsuit very soon.

So what exactly do you think these iOS notification settings are?

Just a clean favor from the government, yah that usually happens ; no chances of them having a catch up their sleeves right

Not trying to encourage you to throw your iPhone in the trash (could give it to charity instead ).
