You can use the BB Desktop to transfer your BB contacts to your PC. Then transfer them to your iPhone using something like copytrans contacts as seen below:

If you want transfer contacts from one iPhone to another iPhone, you can do it with‘s iTunes Backup Manager export/import feature.
Actually you can transfer contacts files between two devices directly.
- Connect two Devices to PC.
- Choose the category list of one device that you need to export files.
- Check the files that need to export in the Content Panel and click "Transfer file(s) from device to device" button.
- All the checked files from one device can be transferred to the other one.

Try to follow the guide below:
1) Plug in Blackberry to computer
2) Run Blackberry desktop software
3) Choose which software to sync contacts with (Outlook, Address Book etc...)
4) Sync Blackberry to that software
5) Unplug Blackberry
6) Plug in iPhone....make sure that auto sync is turned off...
7) On INFO tab in iTunes....check sync contacts...use same program
8) Sync iPhone..
9) iPhone will ask if you want to merge or replace data...select merge
