Having read the whole 69 pages of the document, I would summarise it thus. It is illegal to run copyrighted software to which you have not registered an entitlement to do so by buying a licence. Therefore it is illegal to modify (Jailbreak) for THAT PURPOSE.
The document includes restrictions on circumventing the locks and security on movies, electronic books, DVDs etc. ( so nothing new there then.)
I did not read that it is illegal to DEVELOP the means to circumvent Locks & controls, but that it is not lawful to apply the means for the purpose of copyright infringement. ( nothing new there either)
The reference in the OP to iPads, only means that the exemption that applies to iPhones, was not considered for iPads in the initial application for exemption from jailbreaking.
As far as I can deduce, there is nothing to stop anyone jailbreaking the device that they OWN, but it is illegal to do so for the purpose of "pirating", or bypassing the software locks put in place to prevent illegal use of said software or applications. ( nothing new there then)
Soooo, since we are all law abiding citizens, and would NEVER dream of doing anything illegal, and are only concerned with having unrestricted access to a device we legally own, we should stop being paranoid.
Here's a parallel.....if you buy a car designed to run on petrol (gasoline), who says you can't modify it to run on diesel?
If a mechanic develops the means to convert your vehicle, should they then be held liable if you then use that modified vehicle in a robbery ? Of course not!.
Therefore, DEVS who create the means to "jailbreak" should not be liable for the misuse of their efforts.
If you're not infringing copyright, ( and you aren't, are you?) you will not be persecuted.
Waiting for the inevitable comebacks to tell me I'm wrong.

Ok I was reading it again and I think you may be wrong because what i see
Is the smartphone mobile firmware is licensed to use under terms of use my be legal to modify to use unauthorized applications if its not copy-right protected then if it is its illegal

as of this coming monday, apple, microsoft and other big technology leaders are trying to pass law saying we dont own anything we buy, therefore if we buy something its not ours, its the companies.

My take on the whole thing is....Apple is going to watch every handset they make....Its kinda reminding me of software torrents....its illegal yet they cannot stop it.......this is another warning about piracy is all....not about owning or whatever.....are they going to kill all peoples unlocked iphones that are currently using on other networks???....I think they will on h2o, and straight talk....but if your on a network that supports Iphone why not???....And about the whole military thing....Lets not go there and compare...I was in the US Army....and let me just say most of what everyone is hearing is wrong...meaning dont trust it.....
