So I respringed my iPhone 4 after uninstalling SiriPort (Killing Battery too fast) and my settings icon went missing. Even if i type it in on the search bar it wont show up. Kinda like it got permanently deleted off of my root files. Any way i can get it back? But i don't want to restore my iPhone. I put WAYYYY too much work into customizing it through Cydia
BTW, im kinda new to this so please give me an easy time lol
use any iphone system browser ( ifunbox, ifile, winsp) and go to system application and see if the setting file/icon is there. if its not then youll have to restore...i can give you the app itself but that could mess up your phone even more.

use the link howard gave you and download the preferences deb. its the setting app just in deb. format. install it like you do with tweaks. put it in var/root/Media/Cydia/AutoInstall
then reboot phone.

alright i dragged the file in with iFunBox. Rebooted and nothing really happened. Is there a certain way that i need to install it through Cydia ? Thanks
