Enabling 3G is dependent on where you live. Some people, myself included have been posting new cities where 3G is available as we learn of them, check here

As for MMS go to Cydia and add the repo
Beta.leimobile.com/repo and then search for and install t-mobile MMS fix. Once installed go to settings, general, network, cellular data network and add either
Wap.voicestream.com or
Internet2.voicestream.com or
Epc.tmobile.com into both APN settings. The APN settings work differently for some people. Then turn on MMS in your settings. Reboot and you should be good to go
