Icon5 Apple Killswitch?

I've been wondering this for a while now, people have suggested toggling it on or off to solve app's from crashing, so I just have to ask...

What exactly does this do? What's the difference of it being "On" or "Off".

I think I'll have to put myself in a plastic garbage bag and drown myself in the bathtub if it is something so simple...
