Incoming and outgoing call is not considered push notification. That is just the phone functionality built into iOS.

You sound like you're mistaking pop-ups as push notifications. To determine if push notifications are working for you, carry out the following routine:
1.) Download "
iPusher" from the AppStore
2.) Launch the App and wait for it to load
3.) Tap the "Test Push Notifications" button and wait for 5-10 seconds
4.) If iPusher is still showing "Please Wait...", it implies your push notifications is broken and you will need to download and install the "Push Doctor" package from the following Cydia repository:

NOTE: If you have any other push notifications fix tool installed, uninstall it first!
On the contrary, if iPusher shows a pop-up stating "Yay, push notifications work fine!", it implies exactly what it says and you probably need to do some notification setting changes via the Settings app.
