Safe Mode - Password Protected Apps

Hi...

Just wondering if the iphone is in SAFE MODE, is there an apps where whatever apps that are LOCKED in NORMAL MODE still able to function? Coz in the SBSetting drop window where you could Power off, reboot,safe mode..etc,,..
Point is if we were to be in SAFE MODE, all apps or folder that were in PASSWORD PROTECTED can be accessed..

Nope, Safe Mode disables all Mobile Substrate add-ons, and Mobile Substrate is the only way that devs can implement this functionality
