App Store doesn't download apps,stays waiting

I went to download and update apps and once I go and click on install the app goes to springboard and stays waiting to download,if I want to
Delete the app,doesn't let me,is just like any cydia app that you can't erase from
Springboard.. I got iPhone 4 5.1.1 AT&T

Is that an excuse ?

Does the ipad differ that much if it is about the firmware from other Apple products ? ?

Or do the devices mostly have the same features and so the same issues mostly ?
