question about downgrading firmware

I'm considering going back to 3.1.3 firmware. Once I have downgraded, can I just restore a backup in itunes and it will keep the 3.1.3 firmware?

Hope this makes sense. I don't really want to have to reinstall everything from cydia/itunes/etc.

first , you cant restore backups from different ios versions like 4x to 3x

you could only upgrade 3x to 4x and it would

secondly , you will always lose cydia apps with any firmware change
