Missed iPad IPAs

Hello guys, am trying something but I want a help, I want someone to download a Cydia called ap2ipa from the source
repo.insanelyi.com
And use the app in terminal than give me the IPAs for the following apps
Weather
Compass

I am trying to use this app but im not sure how to. I also search the web and there is not much about it. Anyone with more experience about it can help? Your help is highly appropriated in advance.

I download and I ran the ap2ipa on it, and it says: Oops, you need to be root to run this scrip.
WHAT DOES IT MEAN?
